As SparkNC’s founding Executive Director, Joe led the organization's evolution from its initial concept through launch and its first year of statewide implementation. Now, as Executive Vice President, he helps shape SparkNC’s continued evolution while leading the team to strengthen programs, expand partnerships, and build the organizational capacity to create even more life-changing opportunities for learners.

 

Before SparkNC, Joe led strategic initiatives at The Innovation Project, where he served as Acting CEO and Vice President for Innovation and Strategy, helping school district leaders see around corners by anticipating emerging challenges and designing innovative responses through policy and programs. Earlier in his career, Joe helped create, strengthen, and advise organizations dedicated to transforming how public education serves learners, educators, and communities. His work included helping lead the Public School Forum of North Carolina through a period of strategic renewal, and contributing to the design, launch, and early growth of Public Impact’s nationally recognized Opportunity Culture initiative. 

 

Joe has written extensively about education law, policy, leadership, and innovation. He holds a bachelor’s degree with highest honors from Duke University, a master’s degree in public administration from the John F. Kennedy School of Government at Harvard University, and a law degree with honors from Harvard Law School.

 

Whether launching organizations, revitalizing established institutions, or advancing new approaches to teaching and learning, Joe is driven to create the conditions that help others imagine—and build—a better future.
